What is CPNP?

The Cosmetic Products Notification Portal (CPNP) is the official EU portal for notifying cosmetic products. According to Art. 13 of Regulation (EC) No 1223/2009, every cosmetic product must be registered in the CPNP before being placed on the EU market.

The notification serves consumer protection: poison control centres gain access to formula data to respond quickly in emergencies. Without a valid CPNP notification, a product may not be sold in the EU.

When a notification is required

The CPNP notification obligation applies in the following cases:

  • Before placing a product on the EU market for the first time
  • With every formula change affecting the composition
  • When changing the Responsible Person
  • For new product variants with different compositions
  • When changing the product name or trade mark

Labelling
