CPNP Notification for Cosmetics

What is CPNP?
The Cosmetic Products Notification Portal (CPNP) is the official EU portal for notifying cosmetic products. According to Art. 13 of Regulation (EC) No 1223/2009, every cosmetic product must be registered in the CPNP before being placed on the EU market.
The notification serves consumer protection: poison control centres gain access to formula data to respond quickly in emergencies. Without a valid CPNP notification, a product may not be sold in the EU.
When a notification is required
The CPNP notification obligation applies in the following cases:
- Before placing a product on the EU market for the first time
- With every formula change affecting the composition
- When changing the Responsible Person
- For new product variants with different compositions
- When changing the product name or trade mark
What data you need for the CPNP notification

INCI list
Complete ingredient list with correct INCI names in descending order of concentration.
Product category
Correct classification into CPNP product categories (e.g. skin care, hair care, lip care).
Responsible Person
Name, address and contact details of the Responsible Person based in the EU.
PIF documents
Product Information File with safety assessment, formula and GMP evidence.
Labelling
Label with INCI declaration, PAO symbol, batch number and warnings.
