What is an INCI list?
INCI stands for International Nomenclature of Cosmetic Ingredients β a globally standardised system for naming cosmetic ingredients. Every cosmetic product sold in the EU must display an INCI list on its packaging.
The order is not random: ingredients are listed in descending order by weight percentage. Ingredients below 1% may be listed in any order β but always after those above 1%.
Why the order matters
EU requirement
Art. 19 of EU Regulation 1223/2009 requires ingredients to be listed in descending order by weight percentage.
Consumer protection
Allergy sufferers can gauge how much of a substance is present based on its position.
1% threshold
Below 1%, ingredients may be listed in any order β this is the only exception.
Common mistakes in INCI declarations
Using local names instead of official INCI names
Order does not match the actual weight percentages
Allergens not declared (26 mandatory fragrance allergens)
Colorants not listed with CI number
Nano-materials not labelled with [nano]
